This is a problem in the custom car industry. For the most part, the value at the point of sale of vehicle modifications has been subjective. The seller doesn’t always get paid the true value of the vehicle.

When used vehicles are sold, the value is still determined by the blue book value of the car with the same specifications as it had when it was new. Any adjustment to the price is purely based on what a buyer is willing to pay.

Another problem is that many times an owner forgets all the after-market upgrades they have added to the vehicle and doesn’t add them to the selling price or convey them to the buyer. If the car changes hands a few times, the details (and possibly the value)  are lost.
